Norma is a native of Denmark, South Carolina. She graduated from Denmark-Olar High School in 1982. She obtained a Bachelor of Arts degree, cum laude, in 1986 in Political Science from the University of South Carolina, where she was a Carolina Scholar and was inducted into Phi Beta Kappa. She earned her Juris Doctor degree from the University of South Carolina School of Law in 1989. She was admitted to the South Carolina Bar in 1989, and is also admitted to practice before the United States Supreme Court, United States Court of Appeals for the Fourth Circuit, and the United States District Court for the District of South Carolina. In addition to an extensive state court practice, she has handled over 100 cases in the federal court system. She is the Second Circuit Chair of the Resolution of Fee Disputes Board of the South Carolina Bar and is a certified Circuit Court Mediator.

Norma engages in a general practice with an emphasis on civil actions, representing injured persons and victims of medical malpractice, and also defends law enforcement agencies, their officers, and other governmental entities. Norma is a member of the South Carolina Association for Justice. She is the author of “Bifurcated Punitive Damages Proceedings,” South Carolina Trial Lawyer Bulletin, Summer 1998, and “Set-Off of Settlement Against Verdict in Wrongful Death and Survival Actions,” South Carolina Damages, South Carolina Bar – CLE Division, 2004 and 2009 editions. She is a partner in the firm of Ness & Jett, LLC, in Bamberg. She is a Clemson mom, married to a Tiger, and divides her time between Bamberg County and Cayce.
